The Georgia Automobile Insurance Plan (Assigned Risk Plan) under O.C.G.A. § 40-9-100 primarily exists to:

Why this is the answer
O.C.G.A. § 40-9-100 directs the Commissioner of Insurance to approve a plan for the equitable apportionment, among insurers authorized to write auto insurance in Georgia, of applicants who in good faith are entitled to but cannot obtain auto liability and other auto policies through ordinary methods; every such insurer must participate. The Georgia Automobile Insurance Plan is a residual market, not a PIP program (Georgia repealed no-fault PIP in 1991), not limited to young drivers, and not income-based.
