Why this is the answer

Georgia requires anyone who, for compensation, adjusts claims on behalf of an insured to be licensed as a public adjuster (O.C.G.A. §§ 33-23-1 and 33-23-4). A P&C agent license authorizes selling and servicing policies, and an agent who helps adjust losses under policies the agent issued falls outside the adjuster definition, but representing homeowners against their insurers for a fee requires the separate Public Adjuster license, which carries its own exam, a $5,000 bond, and statutory contract requirements (§ 33-23-43.2).
