Why this is the answer

Unlike some coastal states with their own catastrophe funds, Georgia operates no state-run flood program. Flood insurance on residential property is written through the federal National Flood Insurance Program (NFIP) administered by FEMA, or through private flood insurers. GUA, the state's FAIR Plan, writes dwelling fire, basic homeowners and wind-hail policies — not flood. The Insolvency Pool pays claims of failed insurers and does not issue policies.
