Thermostats & Safety Controls
~9 min read · Operate systems with normal controls and know which safety switches must be present.
The inspector runs HVAC through its normal controls — thermostat up, thermostat down — and observes: does it start, heat, cool, and stop as designed? Safety switches stay untested but verified present; the line between operating and defeating controls is the SOP itself.
Normal operating controls
SOP language: operate systems using normal operating controls — thermostats, switches, dampers a homeowner uses — not technician procedures (no jumping terminals, no gas-valve overrides, no breaker gymnastics). The functional sequence: call for heat → ignition sequence → warm supply air → satisfied → clean shutdown (induced-draft post-purge noted); call for cooling likewise (weather permitting). Multi-zone systems: each zone called and confirmed. Findings: no-starts, short-cycling, failure to satisfy, and controls that only work in one mode.

Safety controls: verify, don't trip
The safety roster gets PRESENCE-and-condition checks, not trip tests: high-limit switches (furnace over-temp), flame roll-out switches (a tripped/bypassed one — wire nuts jumping it — is a five-alarm finding: someone silenced a fire alarm), pressure switches (draft proving), flame sensors/thermocouples (dropout behavior observed), blower-door interlocks, boiler low-water cutoffs, and condensate float switches. Evidence of bypass — jumpers, taped switches, screwed-down interlocks — converts a component note into a safety headline.

Thermostats and modern controls
Thermostat findings: level/mounting, location (over a supply register or in sun — bad readings), anticipator-era units on modern equipment, dead batteries mimicking system failure, and smart thermostats' common-wire issues (power-stealing glitches). Heat pumps: emergency/aux heat function checked as a mode; staging observed. The report frames control findings by consequence: comfort (bad location) versus safety (bypassed roll-out) — never the same paragraph.
Worked example
Running the furnace from the thermostat: it fires, runs four minutes, clicks off on what sounds like the limit, waits, refires — endlessly; supply air is scorching; the filter is new but the blower compartment shows a wire nut splicing two leads that trace to the roll-out switch's terminals, the switch itself hanging loose. Interpret and report.
Two control stories, opposite severities. The cycling: fires-then-limit with very hot supply air says the high-limit is doing its job against an AIRFLOW problem — new filter notwithstanding: suspect blower speed/capacitor, matted evaporator coil above, or closed/blocked registers; comfort-and-longevity finding, HVAC service referral (limit cycling cracks exchangers over time). The wire nut: the roll-out switch is bypassed — the device that shuts gas when flames escape the chamber has been silenced, which usually means roll-out WAS occurring; combine with any chamber scorch evidence and this is the report's top safety line: do not operate until serviced; the bypass converts a symptom into a concealed hazard. Same furnace: one control protecting it, one control muzzled.
Common exam pitfalls
Trip-testing safety switches to 'verify' them.
Safeties get presence/condition checks — deliberate tripping exceeds normal operating controls and the SOP.
Reading limit-cycling as thermostat trouble.
Cycling on the high limit is an airflow/overheat symptom — the thermostat is innocent; the airflow path is the suspect.
Passing a jumpered safety as 'equipment runs fine.'
A bypassed safety means a hidden active symptom plus no protection — top-tier safety finding, do-not-operate language.
Run it like an owner, read it like an inspector — and a jumper wire on a safety switch is a confession.
