Knob-and-Tube & Legacy Panels

~10 min read · Recognize K&T, FPE and Zinsco equipment and report the hazard without overreaching.

Three legacy systems dominate electrical-era findings: knob-and-tube wiring aging past its design world, and two breaker brands — FPE Stab-Lok and Zinsco — with documented failure-to-trip histories. Each earns a report-and-refer, framed on mechanism, not panic.

Knob-and-tube

K&T (roughly pre-1950): individual hot and neutral conductors on porcelain knobs and through tubes, free-air spaced, soldered-and-taped splices, NO grounding conductor. Its design world assumed open air — modern thermal insulation burying K&T traps heat in conductors engineered to breathe (the big modern conflict); age adds brittle insulation flaking off at fixtures, amateur splices tapping new loads onto old circuits, and overfusing. Extent is usually unknowable without opening walls — inspect visible attic/basement runs, report active vs abandoned status (trace or test where possible), the buried-in-insulation condition, and refer for electrician evaluation; insurers often force the issue.

FPE Stab-Lok and Zinsco

Federal Pacific Electric Stab-Lok panels (huge 1950s–80s install base): documented high failure-to-trip rates — breakers that don't open under overload/short leave the fault burning; some fail internally while the handle still moves. Zinsco/Sylvania-Zinsco: aluminum bus corrosion lets breakers burn into the bus, fail to trip, and in bad cases the handle disconnects from the internals — 'off' that isn't off. Both are report-by-name findings: identify (label, breaker style — FPE's red-striped Stab-Loks; Zinsco's colored slim breakers), explain the failure-to-trip mechanism, and recommend evaluation with replacement commonly advised. Panel replacement is the norm because trust, not function-today, is the issue.

Companion-era findings

Fuse panels with overfusing (30-amp fuses on 14-gauge lighting circuits — pennies-behind-fuses folklore is real; Type-S rejection bases resist it), ungrounded two-wire systems house-wide, early 'greenfield' and BX with deteriorated bonding strips, and 1960s aluminum branch wiring (its own lesson). Era findings get era framing: functional history acknowledged, mechanisms explained, upgrade paths named — the report educates rather than alarms.

Worked example

A 1938 four-square: the attic shows active K&T (a circuit tester confirms live) diving under fresh blown-in cellulose; the basement panel is an FPE Stab-Lok with red-striped breakers, one of which is warm to a non-contact check; and the old fuse subpanel by the laundry runs 30-amp fuses over cloth 14-gauge circuits. Frame the era report.

Three named findings. (1) Live K&T buried in new insulation: the free-air design now cooks under cellulose — recommend electrician evaluation for replacement or certified assessment, and note the insulation job created the condition (extent behind walls unknown — stated limitation). (2) FPE Stab-Lok, one breaker warm: name the brand and the documented failure-to-trip mechanism; a warm breaker in THIS panel escalates the urgency — evaluation with replacement commonly recommended. (3) Overfused circuits: 30-amp protection on 14-gauge cloth wire inverts the protection order — immediate correction to proper fusing (Type-S bases) pending the larger service work, which realistically consolidates all three findings into a rewire/panel project. Era framing throughout: mechanisms, options, insurers' likely interest — informative, not theatrical.

Common exam pitfalls

Reporting K&T as automatically illegal or dead.

Status (active/abandoned), condition, and insulation burial are the findings — evaluation-referral is the posture, with concealment limits stated.

Softening FPE/Zinsco to 'older panel.'

These are name-the-brand findings with documented failure-to-trip mechanisms — the report says so explicitly.

Missing overfusing on fuse panels.

Match fuse ratings to conductor gauges — 30-over-14 is the classic inversion; note missing Type-S rejection bases.

Old wire can't breathe under new insulation, and two brands can't be trusted to trip — name them, explain them, refer them.
