Why this is the answer

ISO's three general Causes of Loss forms for commercial property are Basic, Broad and Special (earthquake has a separate form). The Basic Form covers 11 named perils (fire, lightning, explosion, windstorm, hail, smoke, aircraft/vehicles, riot, vandalism, sprinkler leakage, sinkhole collapse, volcanic action). The Broad Form adds falling objects, weight of snow, ice or sleet, and water damage, plus collapse as an additional coverage. The Special Form covers all direct physical loss except perils specifically excluded (e.g., flood, earthquake, war, ordinance enforcement). Only the Special Form places the burden on the insurer to prove a loss is excluded. See FL Outline §I.C.2.
