Why this is the answer

The HO-3 Special Form is the most common homeowners policy sold. It covers the dwelling (Coverage A) and other structures (Coverage B) on an open-peril basis — meaning all causes of loss are covered unless specifically excluded. However, personal property (Coverage C) remains on a named-peril basis, covering only perils explicitly listed such as fire, theft, and windstorm. Candidates confuse HO-3 with HO-5, which extends open-peril to personal property as well.
