Why this is the answer

For most property and casualty lines in Massachusetts, insurers file rates with the Division of Insurance (DOI) at least fifteen days before their proposed effective date (c. 174A §6, c. 175A §6), and the rates then take effect unless the Commissioner delays them by up to thirty more days or, after a hearing, finds them excessive, inadequate, or unfairly discriminatory (§7 of each chapter). Private passenger auto follows a separate managed-competition regime under M.G.L. c. 175E. The Legislature does not set individual rates, and filings remain required.
