Why this is the answer

Under O.C.G.A. § 33-5-21(a)(1), surplus line insurance may be procured only through a licensed surplus line broker. Section 33-5-22 sends that license to § 33-23-37, which allows a resident agent licensed for property, casualty, and surety insurance, and found competent and trustworthy, to be licensed as a surplus lines broker on application, fee, a $50,000 bond, and a written examination. The license is in addition to the agent license and carries the duties of placing only with eligible insurers under § 33-5-25, filing quarterly affidavits under § 33-5-29, and remitting the 4 percent tax under § 33-5-31.
