Why this is the answer

Under §627.727, every auto insurer must offer UM coverage in an amount equal to the insured's BI liability limits. The insured may reject UM or select lower limits only in writing on an office-approved form, and may accept non-stacked coverage (at least 20% cheaper) by signing a separate office-approved form. A verbal waiver is insufficient and unenforceable — if no signed rejection exists, the policy is deemed to include UM at the BI limit by operation of law. Option A (verbal) fails this test. Option B invents a DFS process that does not exist. Option C is incorrect because FL law mandates the offer and requires affirmative written rejection, not insurer discretion. Stacked UM allows coverage from multiple vehicles to combine; non-stacked limits recovery to one vehicle's limits per §627.727.
