A boiler relief valve protects against a pressure vessel failure, and the discharge piping exists so that when the valve operates, the release happens safely and visibly. The inspector's checks are therefore about the path staying open and the discharge landing somewhere harmless: the pipe must be full size, run downward so it drains rather than holding water, be of a material rated for the temperature, terminate close to the floor or above an approved receptor, and have no valve and no threaded end that could accept a cap. Each of those requirements exists because someone has defeated the path in that specific way. A pipe that rises before terminating traps water and can freeze or corrode shut, which is why routing upward is itself a defect rather than a neutral observation.
