Why this is the answer

The ISO Personal Umbrella Liability Policy (DL 98 01) applies to occurrences or offenses that take place anywhere in the world during the policy period, and it does not limit where the suit may be brought: if a foreign country's law prevents the insurer from defending, it pays the defense expenses the insured incurs with its consent. That is broader than the underlying PAP, whose territory is the United States, its territories or possessions, Puerto Rico and Canada. Some insurers' own umbrella forms add a requirement that suit be brought in the U.S. or Canada, but that is not the ISO wording.
