M.G.L. c. 175C authorizes the Massachusetts Property Insurance Underwriting Association (MPIUA), commonly called the Massachusetts FAIR Plan, as the residual property market. It exists for applicants — typically along the Cape Cod and South Shore coast or in declination-prone urban neighborhoods — who cannot obtain coverage from voluntary insurers. The Plan writes basic perils on dwellings and certain commercial property. It is not a flood program (NFIP fills that role), it does not insure Commonwealth property, and it does not pay auto PIP claims.
