Why this is the answer
Part A excludes any vehicle located inside a facility designed for racing, for the purpose of competing in, practicing for or preparing for any prearranged or organized racing or speed contest, or driver skill training or event. The exclusion does NOT apply to a vehicle being used at the scene of such a contest if it is not actually competing (e.g., a spectator's vehicle). Speeding or a rally on public roads is outside it because the exclusion applies only inside a racing facility; a driver-skill course held at such a facility is inside it. The exclusion appears in similar form across Parts B and D.
