The PAP UM definition includes (1) a vehicle to which no BI liability bond/policy applies at the accident, (2) a vehicle whose limits are less than the minimum required by the state's financial responsibility law, (3) a hit-and-run vehicle whose operator/owner cannot be identified, and (4) a vehicle whose insurer denies coverage or becomes insolvent. Specifically EXCLUDED from the UM definition: vehicles owned by or furnished for the regular use of the named insured/family member, vehicles owned/operated by a self-insurer, vehicles owned by any governmental unit, and certain off-road or rail-borne vehicles.
