Why this is the answer

Act 68 of 1998 (Article XX of the Insurance Company Law, 40 P.S. § 991.2001 et seq.) governs Pennsylvania private passenger auto cancellation and non-renewal. Under § 991.2006 the notice must give an effective date at least 60 days after mailing or delivery, for non-renewal as well as cancellation; only a cancellation or non-renewal for nonpayment of premium or a suspended or revoked license or registration (§ 991.2004(1) and (2)) may take effect in 15 days. A new policy in effect less than 60 days is outside the article (§ 991.2002).
