Why this is the answer
The Massachusetts Producer Licensing Act at c. 175 §162S requires an insurer to file a notice of appointment with the Division of Insurance before a producer may act as that insurer's agent. The appointment establishes the producer-as-agent relationship and triggers binding authority, premium handling, and unfair claims practices obligations. A producer who acts as agent for an unappointed insurer is subject to discipline under c. 175 §162R, and the insurer may face penalties for transacting through an unappointed producer.
