Why this is the answer

Section 1749 sets the substantive pre-licensing hours and § 1749.1 layers on the ethics requirement. For a Personal Lines applicant, the substantive curriculum is 20 hours (about half of the 40 hours required for the full Property-Casualty Broker-Agent), and the 12-hour ethics segment is in addition - it cannot be folded into the 20. The applicant then sits the 75-question PSI exam. Failure to complete either segment will cause CDI to reject the license application.
