Why this is the answer

The mandatory-offer statute applies to every insurer writing residential property coverage on a 1-4 unit dwelling, a condo unit, or a mobile home in California. The carrier must offer either a CEA participating policy (if it is a CEA member) or its own stand-alone earthquake form. The offer must be in writing, and the insured's election (acceptance or rejection) is documented. The renewal-offer cadence is at least biennial — not every renewal, not just at inception.
