50 Ill. Adm. Code 3119 sets the IL pre-licensing structure: 7.5 hours of ethics plus 20 hours of line-specific content for each line of authority. Casualty is a separate line: an applicant seeking both property and casualty completes the 7.5 ethics block once plus 20 hours each for property and casualty content. Pre-licensing must be from an IDOI-approved provider and is a prerequisite to sitting for the PSI examination.
