Why this is the answer

Created by Prop 103, the Good Driver Discount Policy is the statutory entitlement at the heart of California's auto market. An applicant who satisfies all three prongs of Section 1861.025 — at least three years of continuous U.S. or Canadian licensure, not more than one point under Veh. Code § 12810.2, and no Veh. Code § 23152/23153 DUI conviction within the prior ten years — is entitled to be written by any insurer with a related auto program and to receive a rate at least 20% below the company's otherwise-available rate to a non-good-driver with the same coverages.
