Why this is the answer

The HO-8 Modified Form is intended for older homes — typically pre-war urban dwellings with ornate plaster, hardwood, or custom millwork — where the cost to replace with like kind and quality would substantially exceed the home's fair market value. Standard HO-3/HO-5 replacement-cost settlement could create a moral-hazard incentive to claim a total loss.
