Under R.C. 3905.30 et seq., only an Ohio-licensed surplus lines broker may procure insurance from a non-admitted (unauthorized) insurer for an Ohio risk. The standard P&C producer license alone does not authorize placement with non-admitted carriers. A surplus lines licensee must document the admitted market diligent-search effort, collect and remit the surplus lines tax, and report transactions to ODI.
