Why this is the answer
The New York Automobile Insurance Plan (NYAIP) is the state's assigned risk plan, established under NY Ins. Law Article 53 (§ 5301), which requires every insurer licensed to write motor vehicle insurance in New York to participate in a plan the Superintendent approves. Drivers who cannot obtain auto coverage in the voluntary market — typically due to driving record, lapse history, or other underwriting reasons — apply through a NYAIP-certified producer and are assigned to an insurer in proportion to that insurer's NY voluntary market share. MVAIC handles claims by victims of uninsured tortfeasors (not placement of bad-risk insureds). NYPIUA is the property FAIR Plan, not auto. PSIF is the insolvent-insurer guaranty fund.
