Why this is the answer

The Texas FAIR Plan Association is the residual market for residential property insurance: homeowners, residential fire and allied lines, and farm and ranch owners coverage (TIC §2211.001). Under §2211.151 it must offer coverage to an applicant in an underserved area whose property is insurable under reasonable underwriting standards but who has been declined by two insurers writing residential property insurance in Texas; the commissioner designates the underserved areas by rule (§2211.152). It is not limited to the coast, the statute sets no cap tied to property value, and it does not write flood. Coastal windstorm and hail coverage is TWIA's market (Chapter 2210), and the FAIR Plan may not write windstorm and hail for a risk eligible for TWIA (§2211.156).
