Why B is correct
Ordinary tape does not itself establish a permitted electrical splice. OSHA 1910.303(c)(3) recognizes identified splicing devices and qualifying brazed, welded or soldered joints, together with equivalent insulation. For a soldered joint, mechanical and electrical security must exist before soldering. Follow the applicable method and instructions; twisting and taping alone is not the specified complete method.
