Why C is correct
Use the applicable OSHA silica-control approach for the drilling task, including the specified engineering and work-practice controls or the alternative exposure-control method. Respiratory protection depends on the task and applicable conditions; it is not automatically required for every drill operation. Uncontrolled dust and routine dry sweeping where they contribute to exposure are not acceptable substitutes.
