Why C is correct
The public non-metering lavatory row lists 0.5 gpm at 60 psi. Metering faucets instead have a per-cycle quantity; read the correct fixture row and pressure. The table refers consumption tolerances to referenced standards. A different marketed efficiency value is not a substitute for this row, and local amendments can impose different limits.
