Under Pennsylvania's rate regulatory framework, which filing system most commonly applies to commercial casualty rate filings?
AState-made rates set by the PID
File-and-use, subject to PID disapproval
CMandatory bureau rates with no insurer deviation
DOpen competition with no filing required
Why this is the answer
Pennsylvania's Casualty and Surety Rate Regulatory Act (40 P.S. § 1181 et seq.) requires insurers to file rate manuals, classifications, and rules with the Insurance Commissioner. For most commercial casualty lines, rates may be used after filing unless the Commissioner disapproves them as excessive, inadequate, or unfairly discriminatory. Certain personal lines (notably private passenger auto) carry stricter review under Act 6.
