O.C.G.A. § 33-2-24(g) gives the Commissioner, in addition to all other penalties in Title 33, authority to impose an administrative monetary penalty on any person who is or should be licensed, either alone or together with license action. The cap is $2,000 for each violation, rising to $5,000 per violation if the person knew or reasonably should have known of the violation; the Commissioner may also place a licensee on probation for up to one year per violation. Where a hearing is required, § 33-2-24(b) lets the Commissioner issue a proposed order that takes effect unless a hearing is requested within ten days.
