Why this is the answer
Ins. Code § 1668 is the master list of grounds on which the Insurance Commissioner may deny, suspend, or revoke a California producer license. The grounds include misrepresentation in the application, dishonest or fraudulent acts, untrustworthiness or incompetency, conviction of a felony or misdemeanor involving moral turpitude, and 'violation of any provision' of the Insurance Code. Section 1738 governs the procedure, which follows the Administrative Procedure Act (Gov. Code §§ 11500 et seq.): notice, hearing before an ALJ at OAH, proposed decision, and adoption by the Commissioner. See Ins. Code § 1668.
