Why this is the answer
Because variable life insurance places investment risk on the policyowner via separate-account sub-accounts, Georgia treats it as both an insurance product and a security. Georgia's variable life rule, Ga. Comp. R. & Regs. 120-2-32-.12, requires the producer to hold a current life agent's license and a current NASD (now FINRA) registration, so the producer must also be registered with FINRA through a broker-dealer, typically via the Series 6 (variable contracts only) or Series 7 (general securities) exam.
