Why this is the answer

The NJ FAIR Plan, like nearly all U.S. property forms, excludes flood. New Jersey homeowners exposed to flood — including those served by the FAIR Plan — must purchase a National Flood Insurance Program policy or a private flood policy. The FAIR Plan does not automatically wrap NFIP limits, does not vary the rule by county, and does not bundle flood premium into its basic policy.
