Why this is the answer
Unlike many other states (Texas and Florida, for example), New York does not maintain a separate personal-lines-only producer license. Personal lines (homeowners, personal auto, dwelling fire, umbrella, inland marine) is part of the broader 'property/casualty' authority of either a § 2103 agent (appointed to represent specific insurers) or a § 2104 broker (represents the customer). Both licenses require the same 40-hour pre-licensing and PSI examination for the P&C line. A § 2108 adjuster license authorizes only claim adjusting, not solicitation or sale.
