215 ILCS 5/500-15 requires individual licensure for anyone who sells, solicits, or negotiates insurance in Illinois — including direct-response and call-center staff. The insurer may also hold a corporate producer license under 500-30, but that does not exempt the individual representatives. Unlicensed solicitation by the insurer's representatives is a violation by both the individual and the insurer.
