A producer licensed in Ohio applies for a Pennsylvania non-resident P&C license. Under Pennsylvania's NAIC-reciprocity framework, which requirement may the Pennsylvania Insurance Department NOT impose on this non-resident applicant?
APayment of the non-resident license fee
BSubmission of an NAIC uniform application via NIPR
Completion of Pennsylvania pre-licensing education and exam
DMaintenance of a valid home-state license in good standing in Ohio
Why this is the answer
Pennsylvania has adopted the NAIC reciprocal licensing framework codified at 40 P.S. § 310.5(b). A non-resident producer whose home-state license is in good standing receives a Pennsylvania license without retaking pre-licensing education or the state exam. The producer must still pay the non-resident fee, submit the uniform application via NIPR, and maintain home-state licensure. Loss of the home-state license terminates the Pennsylvania non-resident license.
