Why this is the answer

The ISO Dwelling Property program (DP-1 Basic, DP-2 Broad, DP-3 Special) targets non-owner-occupied 1-4 family dwellings the standard HO program will not write. DP-3 is the open-perils ('special form') version on the dwelling and other structures, parallel to HO-3 on the property side. None of the DP forms include built-in Section II liability — that is added by endorsement or as a stand-alone Personal Liability policy (ISO DP-3 §I).
