Why this is the answer
California layers product-specific CE on top of the general CE rules. Long-term care training under § 10234.93 (8 hours) and annuity training under § 1749.8 (8 hours initial, 4 hours renewal) attach only to licensees who actually sell those products. A Personal Lines-only Broker-Agent has no LTC or annuity authority, so those obligations don't apply. The general 24-hour CE per two-year cycle, including at least 3 hours of ethics under § 1749.3, remains mandatory.
