Official sources—not one-size-fits-all rules
This checklist covers ordinary first-time resident individual Life & Health and Property & Casualty routes in Texas and California. It is not a comprehensive eligibility assessment. Age, background disclosures, exemptions, appointments and other requirements must be checked with the regulator.
Texas: TDI’s general lines Life, Accident, Health and HMO instructions and Property and Casualty instructions direct applicants to pass the exam before applying, follow fingerprint requirements and apply within one year of passing.
California: CDI’s AB 943 licensing notice (PDF) explains the January 1, 2026 removal of product-specific 20-hour education requirements. The 12-hour ethics and California Insurance Code requirement remains; exam requirements were not removed. The March 2026 candidate bulletin instructs applicants to submit their application before fingerprint impressions. EstatePass tools do not issue approved course credit.
