Why this is the answer
For non-replacement sales an insurer may often deliver the Buyer's Guide with the issued policy, but Part 917 accelerates the timing for replacement transactions: the Buyer's Guide and policy summary must be in the applicant's hands at or before the application is signed. This ensures the applicant has the disclosure information needed to compare contracts before committing to the replacement.
