At or before the time of application
BOnly on request of the applicant
COnly after policy issuance
DWithin 30 days after the conservation period

Why this is the answer

Chapter 81 (read with the PA solicitation rules) requires the Life Insurance Buyer's Guide to be delivered at or before the time of taking the application so the applicant can compare the existing and proposed contracts.
