Basement finishes that add bedrooms are among the most common permits a residential inspector handles, and the escape opening is the item most often argued about. Bulkheads are attractive because the foundation already has a door. Inspectors open the bulkhead from inside with the lights off, swing the door to its stop, and check that a person could pass, since a bulkhead sized for a lawnmower often will not let the door swing.
